You should deliver right firmware in the first place.
Second head is in full production and will be available very shortly.
Market study shows that most users will go for 2 heads hence the decision, to avoid that the majority will have to upgrade immediately.
Anyway, there is already an important update for both one and two-head firmware.
Performing a firmware flash is not really a big deal.
