The VM167 is usable also in 64-bit environment (e.g. Windows 7 64-bit).
There you can develop software for it but you have to use solution platform x86.

You are right - there is not exactly said what is possible.
It is possible to compile 32-bit applications on 64-bit Windows too.
Also it is possible to run 32-bit applications on 64-bit Windows.
The VM167 DLL is 32-bit and it can be used in 32-bit applications only.
