VM154 Delay Timernever working

VM154 already assembled Delay Timer kit.
Details of the Error: I bought this kit VM154 anno beginning 2014 at Aitec Heverlee Belgium (I have in my possession the proof of purchase). The set I wanted to make it operational just in October 2016 due to some rebuilding delay(s). Onfortunate, the set did not working in a proper way example. The set is used with the light on/off switch to trigger the module for presence of the user (application 2 as mentioned on the user manual).
After thoroughly investigation, I found that it is not possible to make a detection on the LX trigger line. The connection indicated by L and the lamp symbol). Because all internal GND connections (also the PIC programmer IC –Vdd GND) are with respect to the F (phase) line coupled.
I make a schematic diagram by meself (no schematic found on Velleman (internet). Then it was clear for me that on the inputs onfortunate L (phase) and N was changed in the cupper layout. Example 1) juntion C1 and R1 was connected on de N (neutral) input instead of the (correct) F (phase line).
2) A jumper from all GND lines was connected to the F (phase) line after the 3.15A print mounting fusible instead of the (correct) N (neutral) line.
After this change in the layout the LX detection (presence of the light switch from the customer) level Low or High on input pin 4 IC PIC 10F200 (progammable PIC timer) works correct now.
Unfortunate: The kit works even not more in a proper way ! Al other voltage like 12V, 5.1V and the logic levels pin 4 and pin 8 are correct now.
I suppose that possible the PIC 10F200 is damaged possible on ESD (electromagnetic dicharging.
My question is now: Can I buy a new preprogrammed IC PIC 10F200 by Velleman ?

A better discription from the phenomenom (works not in a proper way) is the following:
In best case of the positions from the dip switches. The kit start without ratification of the relays (contakt open), after +/- 3 minutes the relays switch on.
Buth: undepending the position of the light switch (LX) on or off (sensing pin 4 IC PIC 10F200).
Once the relais is in the keep on position, I will never switch off in time untill the AC power line is switched totally off in general.
This is new the same behaviour as before the rework (changing the circuit) on the VM154 kit.

Some correction as mentioned before: The voltage on C3 is 24V instead off 12V (no relays load on) and the input voltage on pin 4 from PIC 10200 is arround 3.99…4V in the “high” status (LX is switch on by te customer meanswitch).

For the explanation " I make the schematic by meself" is due to study the components positions end the cupper tracks connections to make a total schematic visible.
