I want to use the vm132 to read out the themperature in my plc i have a 0-10v and a 0-20mA input can i measure the mA signial when i do not use the resistance?

Second question i have a 24 vdc power supply witch resistance do i need to put in serie to use it as power supply for the modulle?

If you use the 20mA input, you do not need to put a resistor in parallel with the output.
In fact, this resistor is part of the PLC-input in this case.
Kit does not run from 24VDC. Use an appropriate regulator such as 7815.
