is it possible to read what software is programmed on a pic16c73b using the VM111 pic experimentation board.
if not, any ideas on how i can go about reading the software on the pic.

Firstly I can not find that PIC listed as supported on the VM111 board in the documentation!
On supported PIC’s you can read a chip (if it’s not code protected) but you will only get a hex file that you would have to translate by hand - so it’s not much help unless you only want to verify code you have written. Hope this is of some help
