VM110N - with a Siemens LOGO24 communicate

Good morning,
We are going to connect the USB Experiment Interface Board VM110N to a Win7 machine. We have on the computer runs a software in C # and we want with a Siemens LOGO24 to communicate (it must two separate signals are transmitted: DC 10.8V … 28.8V ; 1.5mA ). In our software we would implement K8055D.dll library for controlling the VM110N.
My question: is it possible to send over the existing open collectors outputs signals on the logo? How does the power of VM110N because we must send at the output a signal DC 10.8V … 28.8V; 1.5mA ?

If it does not work – give’s a anything solution?
