Quite simple, the filament doesn’t get cooled enough at the thinner part.
ichbinsnur is correct. If you want to print something like that you will have to print another part alongside it so that the extruder head moves away and gives the part time to cool. One ‘trick’ I commonly use is to print a 5mm square solid column to the left of the model so that the model moves towards the fan and cools better. I have sucessfully printed parts with 1mm round pins on the tops using this method.
