I was trying to print an object called the tower of pi and the quality was pretty good although inbetween the numbers there is stringy plastic. It looks like the hotend is still extruding a little bit when moving.

You can try setting a higher retraction lenghth, to prevent that stringing.
Also, printing lower temp can help.
I changed to an E3D V6 Hotend, which eliminated the stringing almost totally.

If you already use the E3D try retraction 1 - 1.5mm and retraction speed of 1000mm/s
The E3d doesn’t need that much retraction length. All greater than 3mm will lead to a jammed Hotend!
