The extruder and bed are not heating at all. I have tried to manually start the heating process with repetier but nothing.

Can you please give some mor info?
Did the problem start suddenly?
Did you just build the printer or have you used it before?
Did you change anything?
Can you move the X and Y axis?
Do you have any temp reading in manual control?
Is your baud rate set correctly (printer settings)?
Is Reset on Connect set to Disabled (also printer settings)?
Have you checked the output of the power supply (should be 15 volts DC)?
