It is mentioned all over the place that the relay timing of the MK179 can be set to a toggle mode.
How does one go about doing this?
This is explained in “Learning a tag to the unit” of the MK179 manual. You will need to “learn” the first card for more than 240 seconds.

If power is removed from the MK179, for how long will the learned tags remain in the memory?
