I checked the circuit by powering it at 12Vdc. Pin 4 and pin 5 are 5.18 Volt.
What can I check again?

First of all check pin 8 has also 5V when the circuit is powered with 12V DC.
This pin is used to defect if the brake was released. (wake-up on pin change mode)
C2 keep the processor running in sleep mode during some times (5…8 sec normally).
if the time is much longer, it could be that a leakage current is flowing through the brake pedal switch. So please make sure the circuit is working with an external power supply (12V labo power supply,…) before mounting into a car.
You can try also by adding a resistor, parrallel to C2 from example 2K2 to speed up the discharging proces. (see schematic on previous picture)
