After assembling this radio I found that it will not work. There is no power with the power LED not lighting. In using a multimeter checking components I can only deduce that the voltage regulator does not work. What is your opinion on this?
Make sure voltage regulator is correctly mounted.
Check voltage between mid and left pin: adaptor voltage
Check voltage between mid and right pin (close to switch) : 8V
If regulator is heating too much, either it is mounted inverted, output is shorted or it is defective.
If it is not heating but no voltage at output, it is also defective.

Mid to left pin: adaptor voltage, is reading 22.1 volts but, it is a 12 volt adaptor.
Mid to right pin is reading 8.29 volts.

Voltage regulator is working fine, however input voltage is quite high, might cause excess heating of regulator or even thermal shutdown.
Most likely, problem is located downstream from regulator.
