After building the kit I started testing procedure. At one point the CPU self test did seem to pass by GREEN LED flashes once every 5 seconds (& RED LED stays OFF) indicating standby mode.
However since then it now fails self test. Now all that is happening in that BOTH LEDs (RED & GREEN) just keeps on flashing together from the time that AC power is connected till AC power is disconnected a minute or so later.
Any Idea what is wrong?
First of all, i think the power supply of the controller is not good (assembly error ???).
Please check the voltage with a DVM between pin 1 and 14 of the PIC16F676. (must be 4,5V or higher).
You can always send some detailed pictures of your PCB.

The problem was that I switched C12 and C13. (This is the USA version and the caps are the same physical size)
That fixed it.
