K8061 not recognized

When I connect my K8061 Interface Card to my PC (WinXP) I don’t
get the Message: “New Hardware detected”. Soldering looks good -
also tested on other PC but no success.

Can I send the PCB to Velleman for testing/repair?

If yes:
Address?
Estimated costs?

Have you checked that the crystal X1 (for microcontroller IC1 in the USB section) is 4MHz.
If OK:
Does the Power On LED LD10 light up when the USB cable is connected?
Does the USB LED LD9 light up or stay dimmed?
