K8021 problem

I have build a K8021 kit but when I insert the IC VK8021 into its socket and connect the mains, the voltage regulator UA7805 starts to heat up and none of the leds in the front panel lits when I push the corresponding button. Without the IC inserted the power indicating led lits like it should, with the IC inserted this led does not lit. I have checked the wiring and soldering points and everything looks OK, I see no shortcuts or anything like that.
When inserted the notch of the IC corresponds with that of the socket.
What could be the problem ? It seems to me that the IC shortcuts in some way.
How can I find out what is wrong ?

Are you sure the socket is mounted the correct way round ?
Did you check the the voltages supplied to the IC with a multimeter, with respect to GND ?

This morning I thought lets try something bold and insert the IC the other way round and BINGO everything works. I must have mounted the socket the wrong way round in spite of taking care to do it right. So your suggestion was correct. Sometimes I get so tired of myself :cry:
