There should be square on all the address pins.
The frequency on some pins is very high !
You may do the test at 10Hz range.
Set the frequency to 4.9000Hz and test again all the address pins.
At 490Hz please check the generator output waveform. - Is it very bad?

At 490Hz there is similar sine to the first pic I’ve posted. Very bad, practically no waveform is at 1kHz
I’ve also made a short video. This is generator output at 490Hz.
This test will show the whole memory content in every cycle of the waveform:
Select 1k range.
Set the frequency to 100Hz.
Please post the oscilloscope picture (one or two cycles displayed on the screen).

Your video and this picture show that most of the RAM is OK.
Most probably you have to purchase a new RAM.
The original RAM is 32Kx8. The speed is 15ns.
