One possible place for the short is between C59 ground leg (near IC7) and the via hole next to it

Now you have to check IC3 operation.

Check the voltage on pin 2 of IC3.
Should be high on 1k frequency range.
Click the freguency range button 10k
The pin 2 of IC3 should be now low.

not working too…pin7 is high all the time. I think IC2 can be dead, when I remove it the socket then consumption of whole is 80mA lower.

no it dont work now, I think IC2 was destroyed during my tests.

If you have no replacement IC at the moment, you can replace IC2 with the IC3 and test again the pin 7 state vs. the offset slider position.
replaced and it works as you wrote - pin7 of IC2 is changing at correct state due to slider position.

You have to replace the damaged IC.
You may get the generator working “a little” if you replace now IC3 with the IC21.
So the IC2, IC3 and IC19 are installed in the shift register. (IC21 empty socket)
