K8004 - couple to hall-effect throttle

Almost all electric scooters, motorcycles, ATVs and cars have gone to hall-effect throttle controls, at least here in the US. I would like to be able to control my motors from near 0% to at least 90%.

Perhaps my throttle measurements will help. I connected the throttle 5V and GND across 6 volts supplied by a LM7806 from a 24 volt battery supply (25.88 actual voltage). The voltage across GND and OUT varied from 1.02 to 5.18, which is typical. The hall device doesn’t seem to function well above about 6 volt.

It looks as if the diagram shown in Fig C of the manual uses the 5.1v VREF for V+, which should work OK for a supply. However, I worry about the floor voltage (about 1 volt) of the hall device and how I can get the motor to shut off.

Does anyone have information on how to couple these throttles to the K8004 kit?
