K2639 not working

I finished this kit and connected it to a 17v DC power supply. The LD3 light then comes on. When I link the S2 connectors, the LD2 LED then turns on. But when I jumper the S1 connectors with the S2 connectors still linked, the LD2 light remains on and nothing else happens.

Any ideas what could be happening or where to go from here?

It looks like the relay does not get energized.
Please remove the IC and inject +V1 to pin 1, 7, 8 or 14 (not sure which one).
One of them should turn on the relay.
If not, please check that part of the circuit.
