When the driver is installed the LED LD9 should be lit too.
Do you see in the Device Manager under Other Devices “K8061 USB Interface Board” with yellow exclamation mark?
If yes - This indicates that the driver is not correctly installed.
If this is the case you may try to use other USB slot of the PC.
Also try with other USB cable if possible.
If no help then there may be a hardware problem on the board.
Please check all the components and soldering around IC3.
If still no help you can return the board for check / repair.

In Device Manager, or in which sections k8061 is not present.
usb ports and cables replaced (and on the other pc tried), no result. Soldering and small things around ic3 checked - normal.
what else can you check? return fees for checking / repair, seen as a last option (since I live in Russia, will take a long time).
When you have plugged the USB cable, did there on the screen appear the ‘Hardware Update Wizard’?
If not - then there is some hardware of firmware problem in the section around IC3 on the K8061 board.
Please check that IC3 is properly in the socket. No legs bent etc.
Check that the USB connector pins are properly soldered.
Try to find possible solder bridge between any two pins in the section around IC3.
If everything seems to be OK but no operation, then it seems that you have to return the card.
No, the New Hardware Wizard does not start (windows does not react to the new device).
IC3 is set correctly on labels. Legs in order (I checked with a multimeter, a probe on foot chips the other on the track board on the other side). contacts USB Connectors tested as well. Solder bridges there.
Probably have to take a card.
