I just spent 5 hours looking on the web and the forum for solution, I even saw your advice :
Did you check in device manager for the com port?
Are you using the correct com port in Repetier?
Is the baud rate set for 250000?
Is reset on connect set to disabled?
Did you check the output of the power supply, should be 15 VDC.
Did you try a different USB cable?
Did you try it on a different computer?
If you do get another one is should be 15 volts DC regulated.
The one that is supplied with the K8200 is 6.67 amps.
When you did try to measure it how many volts was the output?
If you disconnect it from the board does it still blink?
What’s the output voltage then?
You might want to check for cross wires or shorts.
But it sounds like you have a defective power supply.

Sorry, this information does not allow us to pinpoint the exact cause of troubles.
Please make sure the driver is correctly installed, try re-installing it, check on a different PC if possible.
If the problem persists, please return main board for inspection/repair/exchange.
If the power supply is blinking when connected to the printer, you either have:
a faulty power supply
your printer is taking a too high current
For the first you could try connecting the power supply to a load like a car lamp and see if the voltage stays constant at 15VDC (the lamp will not last long at that voltage though).
For the second: check if your board has any connection to the metal frame (it shouldn’t!!!). Look at the rear of the board.
Third thing:
Remove all connections on the board except the power supply and remove all the motor driver modules.
Then turn on the power supply. Is the PS still blinking then?
If not, re-install the motor driver modules one by one and check every time inbetween. Install the driver modules only when the printer is NOT powered.
However: without a constant 15VDC reading on the blue terminals you will never get the printer to work correctly.
