Fill not touching shell for first few layers

When printing the solid bottom layer, the solid fill doesn’t overlap the shell in all places. This is certainly not an alignment issue as the shell is aligned with the previous shell, and the fill is aligned with the previous fill. My settings in Cura are below. You can see that I’ve increased some of these values to try to deal with this problem.

Shell Thickness: 0.9mm
Top/Bottom Thickness: 0.4mm
Infill Overlap: 10%
Speed: 110mm/s
Distance: 4mm
Temp: 190C

For some reason this greatly improves from around the 5th or 6th layer. The bottom layer is always noticeably poorer quality than the rest of the print.

The nozzle maybe to far away from the bed.

Thank you, that definitely made a difference: even if the fill for the first couple of layers still doesn’t touch the shell, the end result (I assume it’s being forced down?) is fine and is very smooth. In fact, since making this change the bottom layer is smoother than the top layer! Any advice on how to smoothen the top, or is this just the nature of 3d printing?
