Error on k8048

I have built a k8048 from a kit, i also have one vm111. neither of them wll work with either my pc or laptop. Neither of them recognise that there is a pic in the programmer. When i select prg on the board the pic starts running the program that it already holds on board. When i try to write to it, the mclr pin goes to 12v s expected, but the software gives me an error. one difference i have noticed is that the vm111 has a 3k3 resisitor for R14, the k8048 has a 1k for the same resistor. according to your schematic it should be a 3k3. Any suggestions on how i can get this working, it is urgent that i do.

Dear sir,

If your VM111 and Kit doesn’t work, it must be a PC or power problem.

Wish power supply is used ? What is the voltage at the input of the VM111?
You are using the included cable ? (serial)
Is serial port a “real” one ? (USB re-routed and converted ports are not supported)
