i have bought a brand new hps140.
if i put the changer in it ,no led is on , if i put the on switch in the on position then the display goes on/off quickly
no sign of working…
is the battery completly dead, and i have to wait for several hours?

It is a good idea to fully charge the unit before first use (8h).
Please let us know if this solved the problem.
the output voltage of the charger is 5.1 volts…its suposed to be 9 ,like the info on the charger ?
i opened the charger… the base connection of t2 was broken from the pcb … made in china … i soldered a wire from the base to 2 other connections of the pcb and now it gives 9 volt 
the led of charging is now on and the hps140 starts …
So i am happy now with a working device , now i have to find some glue to close the charger
