Ld1,5,11,13,15,19,19 is always on

Are you sure you mounted those with correct polarity?

Could you post some Clear pictures of the top and bottom of the board?

is on the correct polarity only is on this leds on when I conect the vu meter

ic5 is so hot

This would indicate a short or something in backwards.
