We I connect 9V power to the board sometimes some of the leds light up.
When I press SW2 nothing happens
When I press SW1 the all go off

Soldering looks very poor. This is most likely the cause of troubles.
Carefully redo each soldering. Heat long enough for the solder to flow, but not too long to avoid damage.
