Hi
I want to add an off board spst switch to bypass the flashing so i can use the 3rd brake light as a normal brake light ( for m.o.t purpose 
),
where would be the best places to “short” out i was thinking of - to -

I don’t have the schematics but it seems to me also that the load is switched to ground so a switch between -out and -in could work. For safety: wait for an answer or schematic from Velleman.

Yep, it does switch to ground so a switch between out- and GND will work.

CAUTION : there is a mistake on the diagram.
R4 is NOT connected with IN+ (not a node but a bridge).
R1 and R4 are in series with the LED.

Don’t know which version of the PCB you have but I’ve taken a MK178 with PMK178’1 as PCB and there R4 IS connected with IN+

after check in detail of my own PMK178’1, I think the little track between R4 and IN+ is broken.
So, yes : R4 is connected with IN+.
