The RUN LED should stop blinking and the RX/TX LED should be dimly lit in this case.
It seems there may be an assembly problem on the board.
Please check first the right position of the optocoupler IC2 (should be opposite compared to IC1).
Sorry, i meant to write that the RUN led is continuously on.
I think I might need to try installing the jumpers that select the address to the board. Maybe it is having a problem detecting address 7 if there is no board at address 0?

Please disconnect/reconnect the USB cable when the address jumpers are changed.
I have the same issue, board is done , LD12 flashes when only power is connecter. Goes solid when usb is connected and LD9 and LD10 lights up. LD11 is dimply lit and LD13 to LD20 stays on. But when i connect to the demo it say card not found. I copied the dll to my syswow64 and system32 directory but still a nogo. Using win 7 X64. I connected and disconnected several times and changed the card address
Did you download and install the latest driver?
The driver is included to the software package.

Download the “Complete software package edition 2011”.
You may to try the other driver:
Please download the package “K8061 driver update v4.0.0.0” from: velleman.eu/support/download … 8061&type=
Then install the driver version 1.0.0.2 dated 08/24/2009.
Make sure in the Device Manager the driver is installed.
Then run the K8061_Demo.exe in the folder \k8061_driver_v4_0\K8061Demo
