No, as this is a volume and tone control 
Please check if the specified pic is listed in the list of supported items of our pic programmers.
If not, then it cannot be programmed.
Can it be programmed with 3rd party software “WINPIC”?

The K8048 kit has an ICSP interface, and the PIC16F73 appears in the compatible list within WINPIC software. WINPIC is compatible with the K8048 programmer, so I don’t see why this combination cannot work, using ICSP (not the socket on the programmer).
