K6400 turns on but not off - set up as an on/off unit

I finished building this kit and not clear as to why it turns on entering the code and does not turn off.

I do have both jumpers J and J1 connected.

Upon entering the 4 digit code LED/Relay activate. Upon re-entering the 4 digit code nothing happens?

Any advice is appreciated.

What happens when you press a button that is not part of the code?

By pressing any other button it releases the relay. I now understand the function of the key code. I’m confused as to why, especially if this is to be used to control an alarm with the keypad external (outdoors), Velleman designed it this way. I would like to see it work, on/off, only using the key code. Is this possible? Otherwise I’m redesigning my system to use it in the pulse mode then trigger a multimode timer circuit.
